Here is more evidence of the urban indifference that undermines livability and suggests that livability is more of a talking point than a serious policy for city government.
Check out these images: a TDOT bridge on Dunlap north of Poplar, a billboard right next to a house on JW Williams Avenue north of Poplar, and a junk yard on JW Williams about a block from Carnes Elementary School.

Noticed and documented but discouraged regarding the prospects of remediation.
I agree with Urbanut. I also think many citizens notice and care. If they didn’t, we might have greater success at attracting and retaining people. There’s a huge difference between “grit” and neglect, and I’m not sure this city understands the difference.
